White House "Fact Sheet" Changes and the Bipartisan Select Committee Report on China Predatory Pricing
Rare Earth 13 November 2025 #188
Note
We have been approached by multiple parties to comment on the White House “Fact Sheet” changes and on the Select Committee on China investigation report.
Please find our detailed take below, but keep in mind that we lay no claim to perfection and completeness.
White House “Fact Sheet” changes
As we wrote in our previous issue, the “Fact Sheet” was a pitch for an “after-sale discount”. Post-publication the “Fact Sheet” got adjusted.
The original “Fact Sheet” stated under “Chinese Actions”:
China will issue general licenses valid for exports of rare earths, gallium, germanium, antimony, and graphite for the benefit of U.S. end users and their suppliers around the world. The general license means the de facto removal of controls China imposed in April 2025 and October 2022.
The latest version of the White House “Fact Sheet” has adjusted this paragraph to:
China will issue general licenses valid for exports of rare earths, gallium, germanium, antimony, and graphite for the benefit of U.S. end users and their suppliers around the world. The general license means the de facto removal of controls China imposed since 2023.
